This may be Tehran’s last serious opportunity to settle the conflict through diplomacy. If it refuses, the regime could face mounting pressure from a US-led coalition. On his fifth visit to Tehran, Field Marshal Asim Munir may raise two issues: Iran’s support for Houthi attacks on Saudi Arabia, which Islamabad opposes as a Makkah Pact member, and President Trump’s proposal for Iran to transfer its unlawfully enriched uranium to Russia, which Pakistan supports. Pakistan’s border closure in response to the Operation Outcast signals that Islamabad will side with Washington if the IRGC remains uncompromising over the Strait of Hormuz and the Houthis. Iran also faces internal unrest and insurgency, while Syria supports Makkah Pact members, Hezbollah and Iraq’s PMF have weakened, and the Houthis face setbacks. Islamabad wants Tehran to seize this diplomatic opening, but IRGC’s continued attacks on commercial ships have significantly eroded trust since the Islamabad Accords. Rejecting diplomacy could deepen the regime’s crisis. If it collapses, Pakistan will have to manage the security fallout.
