According to Azerbaijani Media, Türkiye Is Allegedly Planning a Military Coup Against Azerbaijani President Ilham Aliyev. Azerbaijan-based Qafqazinfo reports that Turkish Foreign Minister Hakan Fidan held a meeting at the Youth Aid Foundation (GYF) during his visit to Baku, allegedly issuing certain instructions. The meeting has raised suspicions amid claims of information attacks against Azerbaijan originating from Türkiye. Although GYF operates as a charitable organization, Qafqazinfo alleges that it has links to Turkish intelligence and aims to build “soft power,” cultivate “agents of influence,” and gather information in accordance with instructions received. Founded in 1994, GYF is described as serving the AKP’s Nurcu-Islamist ideology, alongside other Turkish NGOs operating abroad. HAKAN FIDAN’S LEAKED LETTER Qafqazinfo cites a letter dated July 17, 2025, reportedly sent by Hakan Fidan to the Speaker of the Grand National Assembly of Türkiye. The letter states that Turkish NGOs conducting humanitarian aid campaigns abroad are closely monitored by the state and that their activities are coordinated by government authorities. Turkish embassies and consulates are instructed to coordinate with these organizations. According to the letter, the Turkish Foreign Ministry regularly meets with NGOs operating abroad, exchanging information about issues they should consider in their host countries and providing guidance on their activities and priorities. Fidan reportedly wrote: “Our Ministry holds meetings with NGOs operating abroad, with the participation of other government institutions, and exchanges various information with them regarding matters that need to be taken into account in the countries where they operate.” INTELLIGENCE AND HUMANITARIAN ORGANIZATIONS Qafqazinfo identifies Türkiye’s National Intelligence Organization (MİT) as one of the institutions participating in these meetings. The article alleges that MİT places personnel in organizations operating abroad under the guise of charitable work and uses humanitarian activities to establish information sources, recruit local collaborators, and gather intelligence. It also points to the Foreign Ministry’s Directorate General for Intelligence and Security Affairs, which reportedly prepares guidance for organizations operating abroad. İHH AND INTERNATIONAL OPERATIONS Qafqazinfo alleges that MİT uses the Human Rights and Freedoms and Humanitarian Relief Foundation (İHH), which it says operates in 123 countries, and similar humanitarian organizations for intelligence operations. The article claims that İHH’s activities in Syria and Libya include organizing Islamist forces under the guise of humanitarian aid. It also cites Afghanistan, Somalia, Palestine, Pakistan, Yemen, Sudan, Niger, and Bangladesh as countries where similar missions are allegedly carried out. THE AZIZ MAHMUD HÜDAYİ FOUNDATION Another organization mentioned is the Aziz Mahmud Hüdayi Foundation. Qafqazinfo alleges that it promotes the AKP’s Nurcu-Islamist ideology, particularly in Africa and Asia, through charitable, educational, and humanitarian activities while participating in intelligence gathering. The article further claims that one of its principal objectives is to cultivate a generation in Africa aligned with political Islam. SUDAN AND ALLEGED POLITICAL INTERVENTION Qafqazinfo argues that Fidan’s leaked letter and other reported information raise questions about whether Turkish-affiliated organizations participate in intelligence operations and interference in the domestic affairs of countries where they operate. The article cites alleged Turkish involvement in coups across the Middle East and Africa. It also claims that Türkiye’s support for Sudan’s armed forces has played a significant role in the ongoing civil war, while alleging that İHH uses humanitarian aid activities in Sudan to organize and promote political Islamist ideology.
