Seems Apple are Beta testing version 13.
This Reddit thread says influencer/media commenter Final Cut Bro temporarily uploaded a video about it.

Looks like Final Cut Pro 13 will be easier for people to migrate from old-fashioned timelines (@MediaComposer, Adobe Premiere, Resolve).
Some clips will be fixed in time, others connected to the magnetic timeline.
Perhaps for better OpenTimelineIO compatibility too.

Yesterday’s Apple Creator Studio/Pro Apps updates require macOS 26.6 or later.
For Final Cut Pro 12.4, Motion 6.4 and Compressor 5.4 to work with the new flavour of iPhone Cinematic mode video, you need macOS 27 Golden Gate.
