A new study by Mobility Global, commissioned by ACEA, assesses the preparedness of Europe’s battery supply chain to meet the localisation requirements envisaged under the Industrial Accelerator Act (IAA). Under the proposed #IAA, battery localisation requirements would be introduced in two phases: six months after entry into force of the text (around 2027-2028), batteries would need to contain three EU-origin components, including #battery cells. Three years after adoption (around 2030-2031), this would increase to five EU-origin components, including battery cells, the battery management system (BMS) and cathode active materials (CAM). The analysis examines how these requirements could shape demand, and the scale of local production required over the coming decade. In all but one scenario, supply is not expected to catch up with demand despite European battery cell production’s expected growth to 306 GWh by 2032. The effectiveness of the IAA will ultimately depend not only on the ambition of its localisation requirements, but also on whether Europe can build the upstream capacity, competitive operating conditions and investment framework needed to deliver them in practice. Europe’s shift to zero-emission heavy-duty vehicles is still being held back by alarming delays in the conditions needed to drive market uptake. That was the united message from the CEOs of Europe’s seven leading truck and bus manufacturers today at IAA Transportation in Hanover. Manufacturers have invested and the vehicles are available. But the wider ecosystem needed to make zero-emission trucks commercially viable at scale is not developing fast enough. Yet manufacturers face crippling financial penalties if their new fleets fail to meet the 2030 #CO2 targets, while their ability to comply depends on conditions across the wider value chain. If market uptake remains too low, penalties will not put more zero-emission #trucks on Europe’s roads. Instead, they risk diverting billions of euros away from the technologies and production capacity needed for the transition, while weakening European manufacturers as global competition intensifies. The CEOs are calling on European and national policymakers to ✅ Urgently accelerate the enabling conditions needed to drive market uptake ✅ Adjust the 2030 CO2 compliance timeline to avoid penalising manufacturers for conditions they cannot deliver alone Full statement acea.auto/press-release/euro…

Europe's automotive industry is investing in Europe. 🔬 €450 billion. That’s how much EU-based #automotive companies, including suppliers, invested in R&D between 2019 and 2024. And #electrification is at the heart of that transformation. Since 2015, the automotive value chain has invested an estimated €250 billion in vehicle electrification and related technologies, from electric powertrains and batteries to energy efficiency and factory transformation. Today, automotive remains Europe’s largest private investor in R&D, with EU-based companies accounting for more than 40% of global automotive R&D expenditure in 2024. And investment extends beyond the vehicle: into software, battery production, digital manufacturing, circularity and more resilient supply chains. The transition to zero-emission mobility is also an investment in Europe's industrial future.

🇫🇷 France in focus 💡 Consumer demand is key to making the transition to zero-emission #mobility work. The switch has to make sense for customers. #France highlights how a combination of targeted incentives and fiscal measures can help accelerate uptake. In the first half of 2026, battery-electric vehicles (BEVs) accounted for 28.2% of new car registrations in France, up from 17.6% in H1 2025. This strong growth has been supported by several factors, including an increase in the purchase bonus since the beginning of the year and additional financial benefits for vehicles with higher levels of component localisation, particularly batteries. Further support is also on the way. France’s social leasing scheme returned for a third round in July, while the government has announced plans for additional incentives, including up to €7,700 off the purchase price for high-mileage drivers. At the same time, tighter malus payments (more on that here:service-public.gouv.fr/parti…) and the weight penalty are further steering consumers towards electrified vehicles. France’s experience shows that there is no single lever for boosting demand. A combination of targeted incentives, accessible schemes and a supportive fiscal framework can help make zero-emission vehicles a more attractive choice for consumers. Targeted, predictable, and accessible #incentives matter. They help turn ambition into action. 🔎 Want to explore how different countries are supporting the transition? 🇮🇹 Italy in focus 💡 Consumer demand is key to making the transition to zero-emission mobility work. The switch has to make sense for customers. #Italy offers a clear example of how fiscal #incentives can directly influence uptake. The introduction of purchase subsidies has supported strong growth in #battery-electric vehicle (BEV) registrations, highlighting the important role of public support in shaping consumer demand. In the first half of 2026, BEVs accounted for 8.5% of new car registrations in Italy, representing an increase of around 78% compared with H1 2025. This strong performance was largely supported by the latest purchase incentive scheme. But with the subsidy having expired on 30 June 2026, demand is expected to slow in the coming months. Italy’s experience shows why consistency matters. When incentives are introduced, demand responds. When support is withdrawn, momentum can quickly fade. Targeted, predictable, and accessible incentives matter. They help turn ambition into action. 🔎 Want to explore how different countries are supporting the transition?
