A sample uses actual audio lifted from an existing sound recording, while an interpolation is a fresh re-recording or re-performance of an underlying musical element (such as a melody, bassline, or lyric) from an earlier song.
Sample: Requires two clearances: a master use license (from the owner of the sound recording/label) and a publishing/composition license (from the songwriter/publisher).
Interpolation: Requires only one clearance: a publishing/composition license, because no part of the original master recording is used
