NEW: El Salvador President Nayib Bukele launches military operation in Haiti, threatens to eviscerate Haitian gangs as he did to gangs in El Salvador if they don't return hostages. The statement came after four Salvadoran men were kidnapped by Haitian gangs. "Today's attack is nothing compared to what is coming if we do not get all four hostages back alive," he said. Bukele says the four Salvadoran men are aviation technicians. "They were kidnapped in a cowardly manner while returning after buying food at a market in the area. "That is why, today, we have launched a military operation to rescue them. We have a single objective: to bring our four compatriots back home alive, without any harm." Bukele then issued a warning if gang leaders harm any of the men. "I want you, the gang leaders, to understand one thing very clearly: today's attack is nothing compared to what is coming if we do not get all four hostages back alive..." "And do not take our word for empty threats. We have already finished with the gangs in El Salvador, and we can finish with you too..." "Return our four compatriots to us alive, without any harm, and everything will go back to how it was before the kidnapping."

Trump asked about Witkoff calling Putin a humanitarian: ‘I wouldn’t say anything 1 way or the other’ ‘We’re negotiating with Russia to stop war with Ukraine’ ‘We’ve been pretty happy with Russia, that they’ve not gotten involved with Iran’
'You talk so much about my president, President Trump, being a humanitarian — you are a humanitarian also, sir, and I salute that' — Steve Witkoff tells Vladimir Putin 'I commend you, and I thank you again'

🇫🇷 💵 France now pays 5% to borrow for 10 years for the first time since 2002, as investors sell French debt after days of riots over living costs. The benchmark 10-year bond yield has climbed from 3.2% in late February, as the US-Israeli war on Iran stoked inflation and hit heavily indebted economies hardest, the Financial Times reported. The gap between French and German borrowing costs neared 1.6 percentage points, a level unseen since the eurozone debt crisis of 2010. Investors doubt any French government will risk spending cuts or tax hikes before April's presidential election. Moody's will decide Friday whether to downgrade France's credit rating. In neighboring Belgium, Prime Minister Bart De Wever warned: "I fear the outbreak of a debt crisis, for which we need to prepare."

MOSCOW SETS THE TERMS 🇷🇺 The nearly 3-hour meeting between Vladimir Putin and U.S. President Trump’s special envoy, Steve Witkoff, at the Constantine Palace produced a concrete outcome rather than another cycle of empty declarations. According to presidential aide Yuri Ushakov, Russia is in principle ready to resume trilateral talks with the United States and Ukraine in the first half of November. Washington had pressed for this format. Moscow agreed without altering its core conditions. The American side received the date it sought; the Russian side ensured the discussion would not revert to the narrow formulas previously floated in Oslo. Those earlier proposals centered on a ceasefire and security guarantees framed almost exclusively around Ukraine. In Strelna the agenda moved to the construction of a security system that addresses both Russia and Ukraine once hostilities end. The distinction is deliberate. A pause in fighting that leaves the underlying military and political imbalances intact simply postpones the next escalation. Moscow’s position is that any durable arrangement must remove the structural drivers of the conflict rather than freeze them in place. Witkoff arrived carrying technical proposals developed with Norwegian and Finnish input, including limited arrangements covering energy infrastructure and food corridors. Finnish President Sauli Niinistö had described these as partial measures. Russian negotiators declined to treat them as substitutes for a comprehensive settlement. The destruction of Ukrainian military-industrial facilities, which Ushakov noted was raised separately with the American envoy, continues to reshape the battlefield. Advances in the Donbass and systematic pressure on energy generation capacity have altered the practical calculus in Washington. Trump has already observed publicly that Russian-controlled territory is expanding week by week while Ukraine remains the smaller party. The American president’s willingness to engage reflects that arithmetic more than any shift in diplomatic language. Economic transactions proceed on a parallel track. Last week Trump suspended elements of the restrictive legislation enacted only weeks earlier. Diesel shipments are being prepared, and Moscow has indicated readiness to supply fertilizers as well. Western outlets from AP to Tagesspiegel have described the arrangement as a political success for the Kremlin. The American market, strained by Washington’s confrontation with Iran, is absorbing the volume. Russia’s longstanding approach remains consistent: commercial exchanges are acceptable; political concessions that compromise core security requirements are not. The timing of the proposed talks is equally instructive. U.S. midterm elections fall on 3 November. The trilateral round is scheduled afterward. The White House will not present voters with an image of a Ukrainian settlement before polling day. It has, however, already secured tangible deliverables: lower diesel prices and the return of Steven Hubbard, convicted in Russia as a mercenary. These items address domestic political needs in the United States without requiring Moscow to alter its military posture or its negotiating baseline. Kiev, by contrast, requires an immediate operational pause while repairs continue on substations such as Nyvky. That requirement is not being treated as a precondition for dialogue. Europeans and Zelensky remain outside the principal channel. Trump’s public comments indicate openness to discussions that do not include the Ukrainian leadership at every stage. Ushakov assessed the earlier Oslo initiatives as containing limited useful elements. The sequence that followed the Witkoff meeting reinforces the point. Putin received Li Qiang, Premier of the State Council of China, at the same palace. He noted the forthcoming opportunity to meet Xi Jinping at the APEC summit in Shenzhen in November. An hour earlier he had conveyed practical considerations to Witkoff regarding a possible direct meeting with Trump. The technical trilateral round, placed roughly a week before the Chinese summit, supplies working material for the leaders who will decide the actual parameters of any post-conflict order. Brussels and Kiev are not among those decision-makers. Russia’s leverage rests on demonstrated capacity rather than rhetorical alignment. Five years of successive sanctions packages failed to compel changes in military objectives or territorial outcomes. The current combination of continued advances on the ground and selective economic openings has produced a different dynamic. Washington is now coordinating dates and formats rather than issuing unilateral demands. The absence of European mediators from the central process reduces the number of parties able to insert maximalist conditions that have previously stalled progress. The post-war security architecture under discussion will necessarily address the military infrastructure that expanded toward Russia’s borders over the past decade. It will also account for the industrial base that has been degraded and the demographic and territorial realities that now exist on the ground. Partial technical arrangements on energy or grain do not substitute for those calculations. Moscow has stated repeatedly that any settlement must eliminate the conditions that produced the conflict. The November talks, if they occur, will test whether Washington is prepared to negotiate on that basis or will again attempt to limit the conversation to temporary restraints. The Chinese channel operates independently of the American one. Preparations for the Shenzhen summit proceed regardless of the pace of U.S.-Ukraine contacts. Russia’s ability to maintain parallel high-level engagement with both Washington and Beijing reduces external pressure to accept incomplete formulas. The diesel and fertilizer arrangements illustrate the same principle at the commercial level: transactions that serve mutual economic interest do not require political side-payments. Ushakov’s public account of the Constantine Palace meeting makes clear that readiness for dialogue does not equal readiness to accept the agenda previously set in Oslo. The shift from ceasefire language to post-conflict security design is the operative change. Military results continue to define the feasible range of outcomes. Economic cooperation proceeds where it does not compromise those results. The midterm calendar in the United States and the APEC calendar in China together establish the near-term sequence. Within that sequence, decisions will be taken by the parties whose forces and resources determine the facts on the ground. THE RUSSIAN POSITION 🇷🇺 Moscow has agreed to a November trilateral format while refusing to let the discussion collapse into partial ceasefires or one-sided guarantees. Battlefield gains and selective economic openings have altered the American calculation without requiring Russian political concessions. Europeans and the Ukrainian leadership are not central to the process. Parallel engagement with China maintains strategic flexibility. Any durable arrangement must address the structural causes of the conflict rather than freeze existing imbalances. The date and the agenda both reflect that requirement.

🇸🇦 Saudi Arabia announced Saturday it had executed a man convicted of charges he allegedly committed at 14: befriending people who were detained or wanted by the state, according to court documents reviewed by Human Rights Watch. 🔸Saudi Arabia banned executions for crimes committed as minors in 2020, except under its counterterrorism law, which HRW says it uses to silence dissent. 🔸Hassan Zaki al-Faraj was arrested in 2017, held in solitary confinement for six months and sentenced to death on a confession his lawyers say was extracted through torture. 🔸He is the second man executed this year for alleged childhood offenses, after Ali al-Subaiti, whose charges included joining a protest at age 12. 🔸Another man, Yousef al-Manasif now faces imminent execution for protesting the treatment of Saudi Arabia's Shia minority and attending funerals at 15 and 16. At least three more such men remain on death row. The executions come as Washington, London, and Paris draw closer to Riyadh. US and British tankers are refueling Saudi jets in the kingdom's air war on Yemen, and the Trump administration struck a record $142 billion arms deal with Saudi Arabia last year. French President Emmanuel Macron is touring the Gulf this week.
Saudi authorities have executed Hassan Zaki al-Faraj for crimes allegedly committed when he was just 14 years old. His unconscionable death highlights the imminent risk of execution others face in Saudi Arabia for childhood offenses: hrw.org/news/2026/10/19/saud…

An Iranian senior security official in Tehran told Fars that Iran has instructed its various operational units that, should another round of large-scale war occur, including a wave of assassinations targeting officials and the killing of civilians, Iran will consider political targets associated with the US and other participants in the war, as well as their infrastructure, legitimate targets.

🇺🇸🇺🇦 Zelensky got the message in Oslo. Per the NYT, Witkoff and Kushner reproached him in the closed-door meeting for sharp public comments responding to Trump’s criticisms. They told him the way he had conducted himself had infuriated the President. He pushed back (“I never said that”) but clearly understood. Background: Trump has repeatedly said Zelensky doesn’t want to end the war, called for him to be replaced or for someone else to negotiate, and blamed Ukraine’s strikes on Russian refineries for high U.S. fuel prices while pursuing a diesel deal with Putin. Zelensky responded with public accusations that the U.S. deliberately throttled Starlink/Starshield and withheld early-warning intelligence (claims Rubio called “scandalous”), plus lobbying U.S. senators and other sharp remarks. After the scolding he was subdued in public: thanked the American side for intelligence resuming, described the talks as constructive, and emphasized readiness for a mutual energy ceasefire and trilateral talks. Aid, intelligence, and negotiations come with expectations. Public defiance while relying on U.S. support carries a cost.

WATCH THIS! HOT MIC MOMENT. We’re funding this POS and that must end NOW! Just look at Zelensky’s face, says everything we need to know about this loser we’re supporting. “Be grateful”! Norway Prime Minister and Finland President appear to be instructing Zelensky before his meeting with Steve Witkoff. They know if he pissed him off, Trump might stop supplying funds and weapons and the last thing they want is to end the war in Ukraine.

🇾🇪 BREAKING: Yemen's Saudi-backed government declared that tribal rallies and other civilian public gatherings in areas controlled by Ansarallah will be treated as "legitimate military targets." In a statement, its Defense Ministry warned civilians not to attend gatherings like tribal mobilizations, mass rallies or "cultural courses," which it said Ansarallah uses to recruit "children, young people" and send them "into the furnaces of death." It ordered families to stay away. Under international law, civilians at such gatherings cannot be targeted unless they are directly taking part in hostilities. The Saudi-led coalition has hit civilian gatherings before. In one incident, in an October 2016 strike on a funeral hall in Sanaa, the Saudi coalition killed more than 140 Yemenis.

🇪🇺 EU Commission Drops Push to Confiscate Frozen Russian Assets for Ukraine — Belgian PM The European Commission will no longer propose confiscating frozen Russian assets to finance Ukraine, Belgium's prime minister said. If individual European leaders continue talking about confiscation, they are doing so 'out of ignorance,' he added. Since 2023, Zelensky has repeatedly called for the frozen Russian assets to be handed over to Ukraine, arguing that the money is needed for the military and to cover budget shortfalls. ➡Just a week ago, Zelensky said Russia was planning to recover the frozen assets and argued that they should therefore be transferred to Ukraine as quickly as possible.

Europe is looking for a negotiator to engage in dialogue with Putin. The EU is discussing who could represent the common interests of the union in negotiations regarding Ukraine. The issue has become more pressing after Steve Whitkoff's visit to Russia, where he proposed a meeting between Russia, the United States, and Ukraine. European countries fear that Washington may reach an agreement with Moscow without them and accept terms that are unfavorable to Kyiv. Potential candidates include Ursula von der Leyen, António Costa, and Kaja Kallas. Some diplomats believe that Alexander Stubb, the President of Finland, would be the most suitable candidate. (good luck with that)

🚨BREAKING: President Trump says the U.S. is “not negotiating” with Iran and that “something one way or the other” will happen “fairly soon,” pointing to the upcoming U.S. midterm elections. “Most people seem to think it’s after the election, and we’re going to see what happens,” said Trump. Asked whether he was finished negotiating with Tehran, Trump replied: “No, I think we’re not negotiating.” “We are going to have something one way or the other. It’ll happen fairly soon,” he added. 🔗 Earlier Wednesday, Drop Site reported that the U.S. and Israel are preparing to resume attacks on Iran, potentially before Tuesday’s Israeli elections, citing senior Iranian officials and a U.S. official. The White House in its response to Drop Site denied plans for U.S. strikes before the midterms. Full report linked in reply.

Trump’s deal with Putin is very clear: Zelensky ends the war and accepts defeat, and Putin solves the Iran problem by convincing Iran to also end the war. Trump publicly threatened Zelensky, stripping him of legitimacy and essentially calling him a dictator. The Europeans who had been firm in their support for Zelensky quickly followed Trump’s lead and signaled that spending on Ukraine is too high. Zelensky then completely changed his tone and today said: “We need 9.5 million people who lost their housing, who are abroad everywhere, we need them to come back to Ukraine, just to live and to build their country.” Zelensky doesn’t have many options at this moment. He can’t win this war. But is he just acting because he knows this deal won’t hold in the face of an unyielding Iran? It’s very likely. In fact, I don’t see Putin putting all his cards on the table to save Trump. Not only do I think Zelensky is playing, but I also think Putin will solve his own problem, start talks with Iran, and then, after Trump loses the elections, the whole deal with Iran will have to be redone for another US leader. Trump argued that Zelensky is illegitimate, and he may even be right. But himself, with only 31% approval and on the verge of losing his majority, doesn’t appear to have the legitimacy for signing a long-term agreement either. Putin knows it, and Zelensky knows it. Impressive discipline by astroturfed MAGA demagogues to ignore protests and riots in Albania against the corruption of the country's political class Surely that wasn't because those in the streets were non-immigrant Europeans, or that the protest wave was triggered by the planned selloff of Sazan to Jared and Ivanka, who first discovered the island during a pleasure trip on Nat Rothschild's yacht This video of protesters battling riot police was filmed just two days ago in Tirana

🇫🇷 The French government is blaming "ultra-left" agitators, known as the Black Bloc, for helping turn Saturday's peaceful protests by over 500,000 people into rioting and looting. Prime Minister Sébastien Lecornu said some locations saw the planning "of an insurrectionary campaign led by far-left and ultra-left groups." A security source told the FT ultra-left elements did not appear to have started the looting. Neither the government nor prosecutors have publicly presented evidence, per the Financial Times. FT details the Black Bloc:
🔹 About 5,000 people in the ultra-left are considered at risk of violent action, per a security source.
🔹 Dressed in black with faces covered, they identify with anarchist, anti-capitalist and anti-fascist movements, and shun parties and hierarchies. 🔹 They are a headache for police, who struggle to repel their attacks, and labor unions, which don't want chaos to mar their demonstrations.
🔹 The tactics and the name emerged among anarchist and radical left activists in West Germany in the 1980s and gained steam in France in 2016.
🔹 "They are hostile to capitalism and the state. Some believe that riots can usher in a new world," said historian Sylvain Boulouque. 🔹"They represent the most visible and radical expression of a broader social anger," said author Thierry Vincent. 🎥 Purported Black Bloc members appear to be breaking cobblestone with hammers to use during the riots.
