Proposal: Move the Treasury Under Validator Governance Summary This proposal suggests moving the Everscale treasury out of discretionary control and placing it under validator governance. All wallets funded from the treasury under concluded programs shall return their remaining funds to the main treasury address. Any locked funds shall be returned once the applicable lock-up period expires. Everscale mainnet treasury address: 0:7777c2881cff3c4faeb075c783bbee10b93341567b7c6fd866b1d3a215000000 The treasury would be transferred to: 0:aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa It will remain untouched unless there is strong validator consensus to use it. Problem and motivation Keeping the treasury in a multisig would retain the inherent risks of concentrated control, subjective decision-making, and inefficient spending. The proposed model makes doing nothing the default and puts any future use behind a much higher governance threshold. Proposed solution Transfer the treasury to the blackhole address above. Possible future scenarios: • Do nothing. • Use it for a strategic opportunity significant enough to secure more than two-thirds of validator voting power. Alternatives and trade-offs The main alternative is a multisig wallet controlled by a limited group of signers. It would be easier to operate, but it would introduce concentrated control and a lower practical threshold for spending. The proposed model deliberately trades convenience for stronger governance and security. Next steps and requested feedback The next steps are: 1) Community and validator discussion. 2) Formal vote. 3) If approved, transfer the treasury to the address above within 7 days of the vote. 4) Agree on and publish the governance principles. Voting The decision will be made through an on-chain vote. To vote FOR, send any amount of EVER to: 0:aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa To vote AGAINST, send any amount of EVER to: 0:bbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbbb Immediately after voting closes, a snapshot will be taken. Votes will be calculated based on the total EVER balance held by addresses that voted FOR or AGAINST at the time of the snapshot. The amount sent to cast the vote does not determine voting power. Voting remains open until October 21, 2026, 00:00:00 UTC

Alright, folks. We did it ↗️ This is an informal update for everyone who cares. The network is up and running. The core community successfully took over during the wind-down. The main infrastructure components are back online and managed by the community. Just a few finishing touches to go. Huge thanks to Broxus for their openness and the smooth handover. It’s hard to overstate how important the technical support was throughout the transition. We wouldn’t have made it in time without access to the infrastructure and source code. Community devs and validators deserve special credit. You guys are incredible! The impossible happened not in months, but in days. Not one, not two, but multiple strong teams joined the movement. The StEver validation pool was phased out smoothly. The chain never stopped. You got it. This is a Community Takeover. Many great things in crypto were built by strong communities. We don’t care about pumps and dumps. We love this network. Stay with us to see what happens next and, more importantly, stay with us to have fun. Once the transition is fully over, we’ll get back to building the ecosystem. Read below about what happened. Because we like it. Because we love it. That’s why we do it. More to come. The pivot point Long story short. On September 23, Broxus announced that it would end infrastructure support on September 29. Details: broxus.com/blog/20260923/bro… The core Everscale community, made up of multiple independent teams, joined forces to turn the moment into a reset for the network. Together with Broxus, the community worked around the clock to migrate, restore, and replace critical infrastructure. And we succeeded. Where we are now - The validator pool was restructured around independent validators and continues to grow. - The network’s main CEX integration was secured. - The GraphQL cluster was migrated to community-run infrastructure. - Everscale media assets are being handed over to the community. - Wallet infrastructure was restored. - ever.live was restored - Multiple independent teams committed to supporting the network and building on Everscale. What is next Once the transition is fully over, we’ll get back to building the ecosystem. Next steps: - Strengthening of current infrastructure - Growth in the number of independent validators - Ecosystem rebuild and renewal - Having fun More to come.

🔓 Locked Token Distribution Update We are ready to begin the rollout of locked assets such as FlatQube LPs or Tip-3 tokens, here is how to claim them: 1️⃣ Send a DM to @Aleksandr_Everscale on Telegram 2️⃣ From the Everscale wallet holding the locked assets, send 0.01 EVER to the address provided by Aleksandr to prove account ownership. In the transaction comment, include the EVM address where you want to receive your tokens. 3️⃣ We will verify your address against our backed-up database and send the tokens directly to your EVM address (if the asset is WEVER, it will be sent to your original Everscale address). ⚠️ Security Warning: Our team will never DM you first asking for funds or seed phrases. Final call. 👉 t.me/everscale_news/2828

Broxus to End Everscale Infrastructure Support on September 29 Having funded and operated Everscale’s core infrastructure without commercial returns for over two years, Broxus can no longer absorb ongoing operating costs and will decommission all remaining services. 🛑 Services closing: Broxus validators, FlatQube, Everscale-related Octus Bridge infra, EVER Wallet, EVER Scan, RPC endpoints and other services will shut down on Sept 29. ⚠️ Action required: You need to migrate your assets from these services before the deadline. Broxus will not maintain them or assist with asset recovery after the shutdown. When migrating your USDT tokens off Everscale, please use Octus Bridge to route them to the Avalanche network, as this is the only supported route. The proposal outlines a possible structural reset for Everscale, including governance changes, support for key infrastructure, coordination of Tycho migration, and a new strategic direction for the network’s future. This is an important moment for Everscale, and the outcome of this vote will shape the path forward. 🗓 The vote will take place on April 2nd. ⚙️ Everscale Network Stabilized On Saturday, the Everscale blockchain experienced technical issues that resulted in a temporary halt in block production. Thanks to the core team’s swift response and the support from our validator community, the issue has been identified and quickly resolved. Block production has since resumed, and the network is functioning normally. 📁 A more detailed technical report explaining what happened and how it was resolved will be shared in the coming days. Big thanks to our validators and the rest of the community for their cooperation and patience.
