Good news for rare disease patients across California: Governor Newsom has signed AB 1887 (Zbur), Prescription Drug Coverage for Rare Diseases, into law. Roughly 1 in 10 Californians live with a rare disease. For those whose condition has just one FDA-approved treatment, a stalled prior authorization request can mean weeks or months without the only therapy that exists. For progressive conditions, that lost time can't be recovered. For health plans renewing on or after January 1, 2027, AB 1887 requires plans and insurers to complete prior authorization within 30 days when a specialist prescribes the sole FDA-approved treatment for a rare disease and determines it is medically necessary. If a decision isn’t made in time or there's an ongoing dispute, the request must be approved immediately. Biocom was proud to support AB 1887 from introduction through the Governor's desk. Thank you to Assemblymember Rick Chavez Zbur, the bill's bipartisan coauthors and the patient advocates who helped make the case for a clear deadline and a clear answer.
