Finland always stands on the side of peace, and we are working together to achieve it. Today in Oslo, we met with Norwegian Prime Minister @jonasgahrstore, Ukrainian President @ZelenskyyUa, and U.S. Special Envoy Steve Witkoff. Peace requires patience, but war doesn’t wait. It is our duty to do what we can to bring Russia's war of aggression to an end. We stand with Ukraine. Today was a step towards a just and lasting peace. Photo: Pavlo Yurkin

President Zelenskyy made it clear during our call yesterday—Ukraine wants peace. Continued support from the United States is desperately needed to aid the brave Ukrainians fighting against Putin's bloodthirsty, murderous invasion. I joined @CNN to discuss.

Tuemme Ukrainaa. Tänään otimme askeleen eteenpäin kohti kestävää ja oikeudenmukaista rauhaa. Kuva: Pavlo Yurkin

Moscow must understand that every attempt to plunge Ukrainian cities into darkness will only deepen its own international isolation and economic losses. Every act of terror against Ukrainian civilians must come at an ever-higher price for Russia. Thank you, dear @Tsahkna, for Estonia’s unwavering resolve.
Last night, Russia launched 16 ballistic missiles and more than 250 drones against Ukrainian cities, again targeting critical infrastructure and energy facilities. A clinic, a school, a metro station and residential buildings were damaged. More than 500,000 households were left without electricity. Russia demonstrates daily that peace is the last thing it wants. Putin seeks to condemn Ukrainians to a winter of cold and darkness through a campaign of terror. He will fail. We must intensify pressure, strengthen sanctions, deepen Russia’s isolation, and put frozen Russian assets to work for Ukraine. Every missile launched today must translate into a higher cost for the Kremlin tomorrow.

Today in Oslo, I met with King Haakon VIII of Norway. I thank His Majesty, the Government, and all the Norwegian people for their support for Ukraine. We discussed the return of Ukrainian children abducted by Russia. We must bring every Ukrainian child home. We discussed what steps we can take to make this happen. We are also doing everything we can to help our people in Oleshky, which is under Russian occupation. The situation there is simply horrific. I thank Norway for standing with Ukraine and the Ukrainian people during this difficult time.

Glad to meet young Ukrainian political leaders in Strasbourg as part of the @Europarl_EN programme. We discussed the Special Tribunal for Russia’s crime of aggression and the International Claims Commission. Parliamentary diplomacy is vital to ensuring justice and accountability.

A horrific Russian strike in the Kharkiv region. A “shahed” struck people directly – in a park near an ordinary café. Pure atrocity. Six people were killed, including children. A little girl was killed in a stroller – her name was Angelina, she was just over a year old, born in August 2025… Her mother’s name was Inna. She died in the hospital… Another girl who was killed was 11 years old. My condolences to their families and loved ones. Another 14 people were injured, including six more children. I am grateful to everyone who supports Ukraine under these circumstances and helps us shoot down “shaheds,” shoot down missiles, and stop Russian assaults. These are horrific photos, but behind them are shattered lives and the truth about this war. Lives must be protected. Ukraine needs air defense. You can't think about making money with Russia as long as it continues its asinine war. We ask that sanctions on Russia stay in place as long as the killings continue. We ask America to be strong, and we ask it to apply the Lindsey Graham law. We ask Europe to continue its support. We ask that everything possible be done to bring peace and guarantee security. Ukraine wants peace. It is Russia that has insisted on continuing the killing all this time. The world has enough strength to stop the war. That strength must finally be used – against the murderers.

Thank you, @SenBlumenthal and @SenThomTillis, for the opportunity to meet with you and your colleagues from both parties and both chambers of Congress. I informed them about Russia’s brutal “shahed” drone attack in the Kharkiv region, where Russia killed six people, including a mother and her child, who was just over a year old. I showed the horrifying photos from the scene – a child killed in a stroller… This is how Russia responds to sanctions waivers and reduced pressure. I also explained where things stand with intelligence sharing and Starlink operations in Ukraine. Unfortunately, we received no early warning from our partners about the first wave of the Russian ballistic missile attack last night. And we still face speed restrictions on Starlink and Starshield services in different parts of the front. No explanation for either of these issues has been provided to Ukraine by the American side. Our teams will follow up on everything discussed today. I thank everybody who participated in this call for their strong support.

At its 225th session, @UNESCO’s Executive Board adopted a decision on UNESCO’s Emergency Assistance Programme for Ukraine, extending the programme amid Russia’s ongoing war against Ukraine. The Executive Board thanked Member States and partners that have already contributed to the programme and called for increased support for Ukraine. The decision also tasks UNESCO’s Director-General with monitoring the situation in Ukraine in areas within the Organization’s mandate, within Ukraine’s internationally recognised borders – an important sign of support for Ukraine’s sovereignty and territorial integrity. Ukraine appreciates all countries that have contributed or intend to contribute to the programme, as well as the Group of Friends of Ukraine at UNESCO and all members of the Executive Board that supported the decision. As Russia continues to attack Ukrainian cities, cultural heritage sites, educational institutions and research facilities, urgent priorities include assessing damage, documenting destruction, protecting cultural property, ensuring the continuity of education and research, and restoring damaged infrastructure. Following the decision, Ukraine stressed the need for faster responses from UNESCO, adequate funding for relevant programmes, and increased financial contributions from Member States and international donors to support concrete projects to protect and restore Ukraine’s education, science, culture and cultural heritage. Several Member State delegations also spoke in support of Ukraine. The decision should help mobilise further international resources and turn solidarity with Ukraine into tangible results to protect and restore the areas covered by UNESCO’s mandate that continue to suffer from Russia’s aggression. @UKRinUNESCO

I held a coordination call on the situation in Ukraine's regions following another wave of Russian attacks. Unfortunately, 28 substations and other critical energy facilities were hit. Restoration work is underway everywhere, and electricity is gradually being restored to people. I am grateful to every repair crew and everyone working for energy companies. The Prime Minister of Ukraine reported on preparing infrastructure for the heating season. We outlined in detail the key areas requiring attention from government agencies and energy companies, as well as regional and local authorities. Ukraine's Minister of Defense, Minister of Foreign Affairs, and the Presidential Office team have been given urgent tasks regarding contacts with partners who can swiftly strengthen our air defense. There are political agreements that have not been implemented at the working level. There are also delays in certain types of vital supplies at the level of the U.S. Department of War. This evening, we will hold an additional meeting to review the results of all the contacts that must take place throughout the day. I expect concrete results. Together with the Minister of Defense, the Commander-in-Chief of the Armed Forces of Ukraine, and the Commander of the Air Force, we set additional production capacity for turrets, which have proven highly effective against “shaheds.” We are increasing orders, and it is important to accelerate every process as much as possible – organizational, financial, and production-related. Instructions have been given to engage with the Baltic states on support for our logistics. I expect a report from Ukraine's Ministry of Foreign Affairs on this. There was also a separate report from the Commander-in-Chief of the Armed Forces of Ukraine on information received from units using Starlink/Starshield services. Unfortunately, we have established that the equipment stops functioning at speeds of 130–161 kilometers per hour in various sectors of the front. This is slowing down our frontline logistics and limiting the use of various types of drones, particularly mid-strike drones and interceptors of jet-powered “shaheds.” This must be raised again with our partners at every level today – speed matters when it comes to protecting lives. I thank everyone who is helping! Glory to Ukraine!

A trilateral meeting between the leaders of Ukraine, the US, and Russia could help end the war sooner. A trilateral meeting between the leaders of Russia, China, and the US would do only the opposite: encourage Putin to continue this war. Inviting Putin to such a meeting would feed his appetite for self-aggrandizement and give him a stature he does not deserve. He is not a global leader; he is a war criminal. And Russia is not a global power; it is a global problem. The Russian economy is at least 13 times smaller than America’s and 8 times smaller than China’s, and it continues to shrink rapidly, along with Russians’ living standards. Russia has lost 1.6 million soldiers killed and wounded in a failed war it cannot win and refuses to end. Under heavy sanctions, its technology, industry, and business continue to stagnate. By any pragmatic or moral measure, Putin has no place at the table with presidents Trump and Xi. The only thing that could earn him that seat is a serious step toward peace, such as accepting a ceasefire proposal before any such meeting. Instead, we are seeing the opposite: intensified terror against civilians. As long as he continues this terror, there should be no place for him at any table.

Since the American President announced the energy ceasefire a week ago, Russia has deliberately attacked Ukraine’s energy and oil and gas sectors 76 times. Last night alone, there were strikes on substations in the Vinnytsia, Zhytomyr, Khmelnytskyi, and Odesa regions. Tens of thousands of families remain without power. Energy workers and repair crews are working virtually around the clock to restore electricity supply. Overnight, the Russians also struck residential buildings in our regions. As of now, 12 people have been reported injured, including two children. Two people have been killed. My condolences to their families and loved ones. This morning, there was a strike on an agricultural enterprise in Volyn. All necessary services are working at the site. In total, over this past week, the Russians have attacked Ukraine with almost 2,700 attack drones, 1,700 aerial bombs, and 66 missiles, most of them ballistic. The main targets of these strikes are energy facilities – the Russians are trying to cause a blackout. And America should see that Russia is not taking any reciprocal steps in response to sanctions relief or agreements. On the contrary, they take every signal of an opportunity to make money as proof that their bet on war is paying off and they can keep fighting. It is because of this position of Russia’s that the war continues, not because Ukraine is rightfully defending itself. It is Russia that must face pressure for peace to have a chance. Thank you to everyone who understands this and helps.

Civilians in Oleshky cannot survive on statements of concern. They need help and assistance. Oleshky needs safe evacuation to survive #StopRussia #StandWithUkraine
Russians are trying to turn the Ukrainian town of Oleshky into a death trap. Around 1,700 people are still trapped in the destroyed town. The only road out is mined and watched by attack drones. Those who try to flee risk being killed. The nearby river is mined, too. Residents doubt they can survive this winter. The hospital has run out of medicine. Dozens of bodies lie in the streets or in homes, as Russians forbid residents from burying them. Families are starving, surviving on leftover garden vegetables, preserves and even snails. Residents say Russian soldiers have threatened them at gunpoint to seize their food. Ukraine has repeatedly called for safe evacuation and international humanitarian access. These appeals cannot remain unanswered. We urge the UN, the ICRC, and all partners to use every available channel to secure safe evacuation corridors and immediate humanitarian access to Oleshky. Russia must stop obstructing efforts to save civilian lives. I thank all our partners and people around the world who refuse to stay silent and have become the voice of Oleshky’s residents. I want to personally thank Pope Leo XIV for his call on Putin for a ceasefire in Oleshky to allow the delivery of humanitarian aid. People cannot survive on statements of concern. They need action. They need a way out. And they need it now. 📷 : Kherson regional military administration

This week has truly been a week of European strength. The largest EU sanctions package against Russia to date: 1,600 listings, mostly targeting the Russian war machine. Two more negotiating clusters opened for Ukraine, and the accession process is moving forward for other candidates as well. This week also showed that we have largely normalised Ukraine's relations with Hungary and Poland. Good-neighbourly relations make Europe stronger. Dozens of EU and national decisions to tighten sanctions on Russia and to support Ukraine's energy, defence and macro-financial stability. These are real steps that bring peace closer. I am grateful to all our partners for hearing Ukraine's calls for urgent action. But the work does not stop here, and more urgent steps are needed: entry bans and visa restrictions for Russians, full use of frozen assets, and full diplomatic mobilisation to define Europe's new role in peace efforts. This week, Europe has shown decisiveness despite weakness elsewhere. The future of Europe and of the global security architecture is being decided in Ukraine right now, and Ukraine's front line is Europe's first line of defence. We are doing our part by stopping the aggressor, and we know Europe has our back.
