Random leader schedule leaves handoff latency on the table. That's an inefficiency. SIMD-0675 provides a clever way of reordering it so nearby validators hand off to each other. But the outcome is parameter dependent. We don't want parameters to be a guess. Our recent analysis provides a way to quantify what happens when you change these parameters. You can now measure: - handoff gain vs geographic persistence - short-term regional concentration - spillover for low-stake regions - how much a fake location attack pays
