Policy Forum and @InstituteWajibu have signed a grant agreement with the Royal Norwegian Embassy in Tanzania to support the implementation of #WajibikaKidigitali project from July 2026 to December 2027 With NOK 7 million (Tsh 1.84 billion), the project will strengthen public financial accountability, transparency, and citizen participation in Morogoro and Mtwara Regions.

Four years ago, we set out with a shared belief that rural youth should not only experience education systems, but also help shape them. Today, as we come towards the end of the Education Out Loud journey, that belief has evolved into something much bigger: evidence of what happens when systems are strengthened from the ground up. Through the Education Out Loud (EOL) and the Kuyenda Collective, Rural Youth Collectives have grown from learners and observers into active voices in education decision-making engaging communities, influencing dialogue, and strengthening accountability across education systems. This journey has not been easy. But it has been intentional, collaborative, and transformative. And as this chapter closes, what remains is clear: systems change is never finished it is sustained by the people who continue to carry it forward. From building connections where there were gaps, to strengthening accountability between communities and institutions, to ensuring rural voices are not just heard but shape decisions. Through the Kuyenda Collective, systems strengthening has meant working across education ecosystems to improve how decisions are made, how evidence is used, and how communities engage with policy. It’s not a quick fix. It’s layered work slow, intentional, and deeply collaborative. And after four years, the clearest outcome is this: stronger systems are not abstract. They are lived, experienced, and continuously built by the people within them.
