- He had been previously deported/ordered removed from the U.S. (as early as 2005 after an initial illegal entry in 2004 near Nogales, Arizona).
- He reentered the country illegally afterward and had a history of evading authorities, including absconding after a 2013 DUI arrest where ICE had encountered him.

A 13-year-old is a child. There’s no explanation that changes that. When an adult in power admits to something like this, the word isn’t “scandal,” it’s abuse. Call it what it is and hold people accountable…titles and positions shouldn’t shield anyone from that.
