Today’s Senate product reflects months of hard work and bipartisan negotiations. The bill’s protections for software development are a critical step forward, as are its clear rules of the road for launching products, participating in networks, and trading digital assets.
Security in crypto requires more than code audits. Operational risk is one of the biggest and less visible threats. Multi sigs, access controls, and misconfigured infrastructure can take down the best protocols.

A milestone for U.S. market structure: a true bitcoin perpetual, approved by the @CFTC on a registered exchange.
Perps have long been crypto’s center of gravity for liquidity and price discovery and now that activity is onshore in the U.S. for the first time. This is a huge win for U.S. financial innovation: bringing products onshore and regulated by the @CFTC .
In my first public remarks as @CFTC Chairman, I made clear that the agency would use the tools at its disposal to onshore crypto asset perpetuals. Today, the @CFTC delivered on that commitment.
This morning, the @CFTC took historic action to permit the listing of a true bitcoin perpetual contract by a CFTC-registered exchange, charting a path for one of the most liquid segments of the crypto asset markets to exist within the US regulatory framework.
The Senate Banking Committee marks up crypto market structure legislation today. We believe the path forward is clear: deliver legal certainty for developers, protect the right to build, and let the U.S. lead the next era of digital finance. The Committee should vote yes.
We applaud the leadership by @SenatorTimScott , @SenLummis , @SenThomTillis, @BernieMoreno , @SenatorHagerty , @PatrickJWitt , and the tireless work of their staff in reaching this stage.
