If you are still following this saga, @americanair is refusing to comply with eu261. They've misquoted the law, outright lied, and are denying her the compensation to which she's entitled. I'm now contacting @EnacGov to try and get them to sort this all out.

Legally, she's owed 75% of the price of the downgraded ticket. @americanair has lied, told me that this isn't true, told me that another airline was responsible (???), offered her $600, and now say she is owed nothing.
I'm honestly and truly appalled.

I think they're just openly lying to me about how eu261 works. Can someone else who is better versed in the law confirm? @MyAirAdvocate? (Included my reply, in which I'm 75% of an asshole)
They tried to kidnap children.
ICE raid Los Angeles elementary schools to make "welfare check" on 1st graders—principal blocked entry.
Disguised federal agents told school staff they had parent's permission to take kids out of class—that was outright lie.
"They quickly hid their IDs," when asked for details —arrived in unmarked cars & wore casual clothing—leading to confusion about who they actually were.
The Department of Homeland Security confirmed that the agents worked for them—but claimed they were not technically ICE agents.
However, the federal agents said they were at the school to make a "welfare check" on students they claimed were "unaccompanied minors who crossed the border."
The parents and legal guardians "deny any interaction with these entities, and certainly deny providing authorization for these individuals to have any contact with these children at the school."

Update: @AmericanAir has replied, and offered my mother $600 for downgrading her on an international flight.
They owe her, by law, nearly $2800.
Does anyone know where I can find the official eu261 claim form? I keep asking American to send it, but they are refusing.

Hey @AmericanAir my mother was flying internationally from Milan to JFK for a funeral of a close relative. She's dealing with a disability and chronic pain that leaves hey barely able to walk. I got her Business Class to make the right easier, and you demoted her down to economy.
I wasn't even aware this was possible. You didn't inform us this was happening. Then, despite her having a wheelchair assist, she was left alone to try to navigate to a taxi because your shuttle isn't accessible.
